Notice Regarding Participation in Important Meetings in Response to National Rare Earth Control Policies

To thoroughly implement the latest national policies on rare earth management, actively respond to the call of higher-level authorities, further unify thinking and strengthen compliance awareness, and earnestly fulfill the corporate responsibility of safeguarding national strategic resource security, LSC has decided to organize relevant personnel to attend an important meeting on September 17, 2026.

Rare earth is a national strategic mineral resource that bears on national resource security and industrial security. Recently, the state has successively issued regulations such as the Rare Earth Management Regulations and the Implementation Regulations of the Mineral Resources Law of the People's Republic of China, formally adding rare earth and 36 other key minerals to the national strategic mineral resource catalogue and implementing protective mining measures such as planning controls, total quantity regulation, restrictions on mining entities, production area reserves, and export review. In addition, the Ministry of Commerce has successively announced decisions to impose export controls on rare earth-related technologies and related rare earth items from overseas, making it clear that technologies and carriers related to rare earth mining, smelting and separation, metal smelting, magnetic material manufacturing, and rare earth secondary resource recycling are prohibited from being exported without permission.

Actively responding to the national call and participating in relevant important meetings is an important measure for LSC to fulfill its social responsibility, strengthen compliant operations, and seize development opportunities.
